Hi Prasad,
www.4moles.com is giving you a handicap after you put in 5 cards of any golf course in India. You can also get a handicap certificate from any public golf course (Like BGC or even Eagleton) .. by giving/ filling 5 cards of that golf course to the Secretary. .. By the way, why do you need the Handicap?.. :-)
