Scott Langley's 10-foot putt hangs on the edge of the cup for 23 seconds and finally falls in for birdie on the par-3 16th hole. This happened at The 2014 Memorial Tournament's final round.

    The rule is 10 seconds, if it is not moving. But if it is a moving ball, like in this, then there is no time limit!

    they say it is a "moving" ball.. in that case he cannot mark it till it stops !!!

    Most amateur golfers would tap it in for a PAR .... I think the rule is 30 sec wait for it to fall.
